Tula's designation as a Hero City dates to its desperate ten-week defense against Army Group Center in late 1941, when the city held despite being nearly surrounded — a failure of encirclement that helped blunt the German drive on Moscow. Transnistria's repeated commemorations of Soviet military history reflect the unrecognized republic's ideological alignment with a Soviet identity that the surrounding states of Moldova and Ukraine have largely abandoned.
The Transnistrian Republican Bank issues silver commemoratives almost exclusively for a collector market; no functioning exchange rate makes these legal tender in any internationally recognized jurisdiction.
