Egypt launched the Cairo International Fair as part of Nasser-era efforts to position the country as a hub for pan-Arab and non-aligned trade, though by 1972 Nasser was two years dead and Sadat was quietly dismantling much of the economic nationalism the fair had symbolized. The commemorative issue appeared the same year Sadat expelled Soviet military advisors — a pivot that would reshape Egyptian foreign policy entirely.
