The XVIII. Armee-Korps oversaw prisoner-of-war camps across its military district in the Frankfurt region, and these small-denomination camp notes were issued specifically to control purchasing power within the wire — preventing prisoners from accumulating currency that could fund escape attempts or black-market dealings. Pfennig-value scrip of this type was redeemable only at the camp canteen, making it worthless outside the compound by design.
1917 was the peak year for German PoW camp currency production, as the military administration standardized internal payment systems across all Armee-Korps districts following years of ad hoc arrangements.
