Alkoven is a small market commune in the Eferding district, and its decision to issue notgeld in 1920 was driven by the same acute small-change shortage that pushed hundreds of Austrian municipalities into emergency currency that year. The postwar collapse of the Habsburg monetary system left coin denominations effectively absent from daily commerce, and local authorities were legally permitted — briefly — to fill the gap themselves.
Handler's name appears on a number of Upper Austrian communal issues from this period, suggesting a regional designer working across multiple municipal commissions rather than a one-off local arrangement.
