Sierra Leone's lunar series from this period was produced under contract by the British Royal Mint and Pobjoy Mint, part of a wave of commemorative issues that smaller Commonwealth nations licensed out during the late 1990s and early 2000s to generate foreign exchange revenue. The coins had no meaningful domestic circulation — they were sold directly into collector markets, primarily in Europe and Asia.

KM#199 is one of several denominations struck for this snake year release, most sharing the same basic fabric.
