Singapore's lunar series coins are legal tender but were never intended for circulation — issued as collectibles from the outset, they reach the public through MAS-authorized distributors rather than through banks as change. The Goat year falls in the second cycle of the series, by which point the program was well established enough that mintages were managed conservatively to sustain collector demand.
