Liberia's commemorative output in the 1990s was prolific to the point of absurdity — the country issued dozens of silver pieces annually for events with no connection to Liberia whatsoever. This coin marks the 1999 handover of Macau from Portugal to China, though it was struck two years early, in 1997, likely timed to capitalize on commercial interest surrounding the Hong Kong handover that July.

Macau had been under Portuguese administration since the 1550s, making it the longest-running European colonial presence in Asia. The actual transfer occurred on December 20, 1999.
