One of hundreds of camp-issued fractional notes produced across France during the First World War, this Nevers piece was circulated exclusively within the prisoner-of-war depot — a closed monetary system designed to prevent detainees from accumulating currency usable outside the wire. French military authorities encouraged local camp administrations to develop their own scrip rather than allow access to francs, which could facilitate escape attempts or black-market dealings with guards.
Paper issues from these depots deteriorate badly; the stock was never intended to last, and attrition rates among surviving examples are high.
