Issued as part of Japan's Winter Olympic commemorative program for the 1998 Nagano Games, this piece was released a full year before the event — a common Japanese Mint practice for multi-coin Olympic series, allowing the full set to be sold progressively rather than flooding the market at once. Nagano was the first Winter Olympics held in Asia, and the Japanese government invested heavily in the commemorative coin program surrounding it.
