Issued as the second in a series commemorating recovery efforts following the 2011 Tōhoku earthquake and tsunami — the most powerful earthquake ever recorded in Japan, and the fourth most powerful in recorded seismic history worldwide. The disaster displaced nearly 500,000 people and triggered the Fukushima Daiichi nuclear crisis, prompting an unprecedented government commitment to reconstruction funding that extended well into the following decade.

Proceeds from the series were directed toward the national reconstruction budget rather than general revenue, an unusual earmarking arrangement for a Japanese commemorative issue.
