The Stella was never intended for general circulation. It was conceived by John A. Kasson, U.S. minister to Austria-Hungary, as a potential international trade coin that could circulate alongside the French 20-franc piece, the Italian 20-lire, and similar gold issues — a single American coin that could bypass the endless currency conversion headaches facing travelers and merchants abroad. Congress was unconvinced, and the project died quietly after 1880.
The copper striking referenced here as Judd-1661 is a pattern made almost certainly for distribution to congressmen whose votes were being courted. That practice was common enough to be something of a scandal. Most Stellas in copper saw no pocket wear whatsoever.
