Swedish Livonia's solidus coinage of this period served the chronic small-change shortage across the Baltic provinces, where full silver was hoarded and copper too bulky for minor transactions. Carl XI was only a child when these were struck — regency government ran Sweden until 1672 — making this a coin issued in the name of a king who had no practical hand in any policy behind it.
Billon at this weight was already borderline fiduciary; the actual silver content was negligible.
