This piece is a pattern mule — a deliberate pairing of two dies not intended for circulation — produced during the systematic effort to update British Indian coinage under Edward VII. The "modernised second style" designation places this among a series of trial strikings that tested revised portrait punches against existing or experimental reverse dies, in this case borrowed from Straits Settlements coinage rather than standard Indian issue.
