| Beschrijving voorzijde | The face of the note is enclosed within an ornate border composed of repeated Cyrillic denomination inscriptions on all four margins. A central cartouche in an elaborate foliate and guilloche frame carries the large Cyrillic value inscription, below which runs a four-line text affirming redemption of state credit notes in gold coin backed by all state property. Numeral "1" roundels appear in the upper centre and lower centre, with decorative floral and foliate vignettes completing the composition. |

The Second Provisional Siberian Administration occupied a chaotic position in the Russian Civil War's monetary free-for-all — Kolchak's forces, Soviet scrip, and a dozen regional issues were all circulating simultaneously across Siberia in 1919, and public confidence in any paper was essentially nil. This note was issued as the White movement's military position was already deteriorating; Kolchak's armies would collapse entirely by the end of that year.
Low-denomination emergency paper of this type rarely survived — treated as worthless almost from issue, most was discarded or burned for warmth.
