Mineralnye Vody, a spa town on the North Caucasus railway line, became one of dozens of Russian localities that printed their own emergency fractional currency during the collapse of central monetary authority following the February Revolution. The Provisional Government's inability to maintain coin and small-denomination note supply forced municipal bodies — city councils, cooperatives, zemstvos — to fill the gap themselves. Most of these local emissions had no formal authorization from Petrograd and no redemption guarantee beyond the issuing body's own solvency.

The Mineralnovodsky issues fall into that chaotic 1917–18 window when the North Caucasus changed hands repeatedly between White, Red, and various regional forces. Whether these notes retained any practical purchasing power through that period is doubtful.
