Issued to mark Oman's 28th National Day in 1998, this piece also commemorates the government's designation of that year as the Year of the Private Sector — a policy push by Sultan Qaboos to accelerate economic diversification away from oil revenues, which had already begun declining as a share of GDP through the 1990s. The dual-theme commemorative format was characteristic of Omani issues from this period, pairing the annual National Day release with a specific domestic economic or social initiative.
