Sayala was a minor princely state in the Kathiawar Agency of British India, with a population measured in the low thousands and a revenue base to match. These cash coupons were issued during the wartime years when small-denomination coinage vanished from circulation across the subcontinent — hoarded, melted, or absorbed by the war economy. Dozens of Kathiawar states resorted to similar emergency paper, and Sayala's Type 'E' designation suggests at least four prior issues preceded it.
Survivorship is the central problem with these pieces. Printed on thin paper by a state with no professional printing infrastructure, most disintegrated in circulation or were discarded after the emergency passed.
