Rumanians captured on the Eastern Front during the First World War were organized into labor detachments — Rumänenkommandos — under German military administration. Kommando XI was one such unit, and this note is internal camp currency, issued to control purchasing within the detachment and prevent contact with the civilian money supply. The practice was common across POW and labor camp systems; the notes had no value outside the unit's assigned canteen or stores.
Gebr. Saupe were a Strasbourg commercial printer, not a security printing house. The choice tells you everything about the priority placed on these notes.
