Saint-Dizier's chamber of commerce issued emergency fractional notes during and after the First World War to address the chronic shortage of small-denomination coinage — a problem that plagued hundreds of French municipalities as metal was diverted to the war effort. By 1921, most larger cities had wound down their emergency issues, making this a relatively late survival of that local currency system. André Brulliard was a Saint-Dizier printer, so production stayed entirely within the town, which is not always the case with provincial French bons de nécessité.
