Brive's Chamber of Commerce issued this franc note as part of the broader wave of French emergency small-change scrip that persisted well into the 1920s — long after the armistice, because the chronic shortage of low-denomination coinage never fully resolved itself during the reconstruction years. Chambers of commerce across France effectively deputized themselves as local monetary authorities, with the Banque de France's tacit tolerance rather than formal blessing.
Delostal & Germa operated out of Aurillac in the Cantal, a regional printer producing scrip for multiple local issuers in the Massif Central. G. Bordes is credited as designer — a name that appears on several Corrèze and Cantal emissions of this period but left no wider footprint in French printing history.
