San Marino's euro coinage is produced under a bilateral agreement with the European Union, renegotiated periodically, that caps annual mintage and restricts legal tender use to within the republic's 61 square kilometers. The practical result is that virtually no San Marinese euro cent ever circulates — issues are absorbed almost entirely by collectors and dealers the moment they're released through the Ufficio Filatelico e Numismatico.
The 2nd type designation reflects a design change mandated by the EU's 2007 requirement that all member and agreement states update their national sides to include the issuing country name explicitly.
