San Marino's euro adoption in 2002 required a formal monetary agreement with the European Union — the republic has no EU membership, so a bilateral treaty governed its right to strike coins bearing the euro denomination. Crucially, San Marino retained the privilege of national reverse designs, and its annual mintage ceilings were set deliberately low, typically under 120,000 pieces across all denominations combined. The 1st map reverse type was retired after 2007 when the EU mandated a redesign of the common reverse to reflect an expanded eurozone geography.
