Issued as part of Cook Islands' prolific commemorative program of the early 2000s, this dollar belongs to a period when the territory's government aggressively licensed its minting authority to foreign producers — primarily the Pobjoy Mint and several European houses — flooding the collector market with themed issues that had no meaningful circulation on the islands themselves. The Vietnam War series was aimed squarely at the American secondary market.
Cook Islands carried no historical involvement in the Vietnam conflict. The choice of issuer is purely jurisdictional convenience.
