Issued the year following Elizabeth II's death in September 2022, this piece is part of the immediate wave of posthumous commemoratives that Cook Islands — a realm in free association with New Zealand — rushed to market through its long-standing relationship with private minting houses. Cook Islands has issued collector coinage under royal authority since the 1970s, but posthumous Elizabeth II issues carry a different administrative character: struck without a living head of state's formal approval, they fall into a gray area that several Commonwealth numismatic bodies have quietly noted.
The "Hel" designation refers to the Norse underworld series, an unusual pairing with a British monarch's memorial issue.
