Part of a transport-themed commemorative series marketed heavily through Pacific island issuing authorities in the early 2000s, this piece has no meaningful connection to Cook Islands beyond the licensing arrangement. The Shinkansen network, inaugurated in October 1964 just ahead of the Tokyo Olympics, was itself a deliberate geopolitical statement — Japan demonstrating postwar industrial recovery to an international audience at precisely the right moment.

Mintage on these Cook Islands transport issues was tightly controlled for the collector market, with virtually no circulation ever intended.
