Cook Islands became one of the most prolific issuers of commemorative coinage in the Pacific from the 1970s onward, a revenue strategy enabled by its status as a self-governing territory in free association with New Zealand. The 2002 Winter Olympics series, of which this bobsleigh piece is part, targeted the collector market rather than any circulation function — .500 silver kept production costs low enough to maximize margin on face-value issues that would never see a till.
