The Aragorn half-dollar is one entry in a sprawling licensed Middle-earth series issued through the Cook Islands program — a framework the New Zealand Mint has used extensively to produce small-format silver pieces for the collector market rather than any circulation purpose. Cook Islands has maintained a longstanding arrangement allowing private minting partners to issue coins under its authority, which accounts for the volume and variety of pop-culture themed silver that carries its name.
Struck in the year following Elizabeth II's death in September 2022, this is among the first wave of Cook Islands issues to carry her posthumous portrait designation.
