The souvenir zero-euro note series, commercialized through various tourist offices and heritage sites across France, occupies an odd corner of numismatic collecting — these are legal-tender denominations in the strict technical sense, produced on official euro security substrate by an authorized printer, yet issued solely as collectibles with no monetary function whatsoever.
